Hourly rates are usually the first number buyers look at when they consider an offshore partner, and the gap is striking. Published offshore software development rates for Indian companies are often a third or less of what agencies in the UK, USA or Canada charge for comparable work.
But rates are only one input. This guide brings together current published rate data, explains why figures differ so much between sources and shows how to estimate the true cost of a project, including the costs that never appear on a rate card.

- Agency rates: India compared with the UK, USA and Canada

Agency rates: India compared with the UK, USA and Canada
Development companies publish very different figures, but the pattern is consistent. Cleveroad’s guide to offshore development rates (updated December 2025) gives these typical hourly ranges for software development companies:
| Country | Typical company rate (USD per hour) |
|---|---|
| United States | $150–300 |
| United Kingdom | $100–200 |
| Canada | $100–200 |
| Poland | $50–99 |
| India | $25–50 (reputable companies) |
| Philippines | $25–49 (medium-sized companies) |

Developer rates by experience level
Freelance and contract rates show a similar gap at every level of seniority. Second Talent’s rate card (updated September 2026) lists:
| Level | India | United Kingdom | United States |
|---|---|---|---|
| Junior | $14–24 | $42–64 | $67–104 |
| Mid-level | $20–52 | $53–84 | $85–135 |
| Senior | $30–72 | $68–106 | $110–171 |

How India compares with other offshore destinations
Full Scale’s 2026 comparison of developer wages (what developers take home, before a partner’s overhead and margin) shows where India sits among popular offshore locations:
| Destination | Typical developer wage (USD per hour) |
|---|---|
| India | $20–50 |
| Vietnam | $20–50 |
| Philippines | $15–40 |
| Romania | $25–60 |
| Ukraine | $25–60 |
| Poland | $55–90 |
| Brazil | $30–55 |
| Mexico | $25–80 |
Source: Full Scale. Rates alone do not decide the best destination. India combines competitive offshore software development rates with English as the working language of its IT industry, broad coverage of almost every technology stack and a convenient time-zone overlap with the UK, the Gulf and Australia.
Why published rates vary so much
- Wages vs billed rates: some sources quote what developers earn, others what clients pay.
- Company type: freelancers, small studios and large IT firms price very differently.
- Seniority mix: a team with a senior architect and QA costs more per hour but often less per finished feature.
- Technology: AI, data engineering and specialist platforms command a premium over mainstream web development.
- What is included: project management, testing, DevOps and support may or may not be inside the hourly rate.
What about Australia and the UAE?
The rate cards above do not publish comparable agency figures for Australia or the UAE, so we will not guess. In practice, businesses in Sydney, Melbourne, Dubai and Abu Dhabi compare local quotes with offshore proposals for the same scope. The most reliable comparison is always two or three written proposals for your actual requirements.
The hidden costs of offshore development
- Your own time for briefing, reviews and feedback
- Rework caused by unclear requirements
- Onboarding and knowledge transfer
- Third-party licences, APIs and hosting
- Security reviews, audits and compliance work
- Post-launch maintenance and support
How to estimate your project budget
- Define the first release and list must-have features only
- Ask partners to estimate hours per feature, not just a total
- Multiply by a blended team rate covering development, design, QA and project management
- Add a contingency, commonly 10–20%, for changes and unknowns
- Add first-year hosting, licences and support
A good partner will help you prioritise features so the first version delivers value quickly and the budget stays under control. If you are new to offshoring, start with our guide on how to outsource web development to India.
Frequently asked questions
Why are offshore software development rates in India lower?
Lower living costs and salary levels in India allow companies to pay developers well by local standards while charging international clients less than onshore firms. Lower rates do not mean lower quality; quality depends on the company you choose.
Is the cheapest offshore developer the best value?
Rarely. Very low rates often mean less experience, little testing or weak communication, which leads to rework. Compare the cost per delivered feature, not the cost per hour.
Do Indian companies quote in US dollars or pounds?
Most quote in USD, and many also invoice in GBP, EUR or AUD on request.
Should I choose hourly billing or a fixed price?
Fixed price suits well-defined projects, while hourly or monthly billing suits evolving products. Many clients start with a fixed-price first release and then move to a monthly team.
